Cette journ\u00e9e a mis en lumi\u00e8re des pr\u00e9sentations d\u2019experts et des discussions approfondies sur les implications du nouveau code, les d\u00e9fis li\u00e9s \u00e0 son application et son impact sur le bien-\u00eatre animal en Flandre. Parmi les intervenants de premier plan figuraient des repr\u00e9sentants des autorit\u00e9s du bien-\u00eatre animal, de la police, du monde acad\u00e9mique et des organisations de d\u00e9fense des animaux, tous r\u00e9unis pour explorer les nouvelles dimensions de ce cadre juridique.<\/strong><\/p>\n

Ratifi\u00e9 le 17 mai 2024, ce code marque une \u00e9tape majeure : pour la premi\u00e8re fois, la Flandre adopte son propre code du bien-\u00eatre animal.<\/p>\n

Notre Directrice du Bien-\u00eatre Animal, Jennifer Duvillers, a anim\u00e9 cette journ\u00e9e en qualit\u00e9 de mod\u00e9ratrice et est \u00e9galement intervenue en tant qu\u2019oratrice pour partager ses perspectives. La journ\u00e9e a \u00e9t\u00e9 rythm\u00e9e par des pr\u00e9sentations d’experts et des d\u00e9bats stimulants.<\/p>\n

Des experts de renom pour une vision globale<\/h2>\n

Neuf sp\u00e9cialistes issus de diff\u00e9rents horizons du bien-\u00eatre animal flamand ont partag\u00e9 leurs connaissances et exp\u00e9riences. Ils repr\u00e9sentaient les autorit\u00e9s du bien-\u00eatre animal, des organisations de protection animale, le Conseil flamand du bien-\u00eatre animal, des organismes de contr\u00f4le et le milieu acad\u00e9mique.<\/p>\n

Professeure Nadine Buys a pr\u00e9sent\u00e9 les avis du Conseil flamand du bien-\u00eatre animal, qui ont jou\u00e9 un r\u00f4le cl\u00e9 dans l\u2019\u00e9laboration des dispositions du code.<\/p>\n

Nektaria Moskofidis, conseill\u00e8re en bien-\u00eatre animal aupr\u00e8s du ministre flamand du bien-\u00eatre animal, a offert une vue d\u2019ensemble du Code flamand du bien-\u00eatre animal.<\/p>\n

Jasmien De Cock, inspectrice de police sp\u00e9cialis\u00e9e dans le bien-\u00eatre animal de la zone de police de Dilbeek, a abord\u00e9 les d\u00e9fis li\u00e9s \u00e0 l\u2019application des dispositions du code, en particulier celles sujettes \u00e0 interpr\u00e9tation.<\/p>\n

Michel Vandenbosch, pr\u00e9sident de GAIA, a d\u00e9voil\u00e9 les complexit\u00e9s politiques qui ont influenc\u00e9 l\u2019\u00e9laboration du code.<\/p>\n

Jennifer Duvillers, s\u2019appuyant sur des donn\u00e9es concernant la population animale flamande, a analys\u00e9 l\u2019impact de la nouvelle l\u00e9gislation sur les animaux.<\/p>\n

Matthys Samyn, \u00e9chevin du bien-\u00eatre animal de la commune flamande de Roulers, a partag\u00e9 des initiatives originales en faveur des animaux, telles qu\u2019une banque alimentaire pour animaux et une plateforme communautaire d\u00e9di\u00e9e.<\/p>\n

Anthony Godfroid, avocat sp\u00e9cialis\u00e9 dans la d\u00e9fense des animaux, a examin\u00e9 un r\u00e9cent arr\u00eat de la Cour de cassation belge qui limite la capacit\u00e9 des organisations de protection animale \u00e0 engager des poursuites judiciaires pour les animaux.<\/p>\n

Elien Verniers et Eva Bernet Kempers, chercheuses postdoctorales \u00e0 l\u2019Universit\u00e9 d\u2019Anvers et \u00e0 l\u2019Universit\u00e9 de Gand, ont pr\u00e9sent\u00e9 les dispositions du code relatives aux animaux d\u2019\u00e9levage ainsi que la reconnaissance de la valeur intrins\u00e8que des animaux. Ces deux universitaires ont \u00e9galement fond\u00e9 le Harrison Collectief, une initiative visant \u00e0 prot\u00e9ger les animaux via le syst\u00e8me juridique.<\/p>\n

Un bilan positif et des perspectives prometteuses<\/h2>\n

L\u2019objectif de rassembler la communaut\u00e9 flamande du bien-\u00eatre animal pour mieux comprendre et s\u2019orienter dans ce nouveau paysage juridique a \u00e9t\u00e9 atteint. Les discussions ont mis en avant les opportunit\u00e9s progressistes offertes par le nouveau code, mais aussi les d\u00e9fis pratiques qu\u2019implique sa mise en \u0153uvre.
